Re "States' Leaders Proposing Steps to Control Guns" (front page, Dec. 19):

On "PBS NewsHour" Monday night, David Kopel, a participant in a forum discussing policies on mental health and gun control, said the following about a ban on assault weapons proposed by Senator Dianne Feinstein: "Well, none of these guns that Senator Feinstein is talking about is used by any military anywhere in the world."

And Senator Joe Manchin III of West Virginia, described as an avid hunter who has earned an "A" rating from the National Rifle Association, stated on the MSNBC show "Morning Joe": "I don't know anyone in the sporting and hunting arena that goes out with an assault rifle."

These statements raise important questions. If assault weapons are not used "by any military anywhere in the world" and if they're not used by hunters, then who uses them? What purpose do they serve?

To the Editor:

New York City requires applicants for a gun permit to have an in-person interview by a police officer, a thorough reference check and a written application in addition to the standard federal background checks. If all local governments followed New York City's lead and adopted similar protocols, many troubled individuals would never be approved to legally purchase firearms. It is no accident that New York City is the safest large city in the country.
