Re "Cuomo Is Seeking to Curb Building in Flooded Area" (front page, Feb. 4):
Gov. Andrew M. Cuomo of New York has proposed a buyout program that is a significant step toward a more resilient future. By providing an option for people who wish to relocate from highly vulnerable places and enlisting nature as the first line of defense from future storms, he is accomplishing two very important goals.
First, he is enabling people to move out of harm's way, which by any standard is the most effective way of mitigating risk. He is also making an investment in our natural capital, which will pay off in multiple ways.
I had the opportunity to serve on Governor Cuomo's 2100 Commission, which acknowledged the controversial concept that there are some places so vulnerable that we should change their use and not simply rebuild.
Preserving land that absorbs floodwaters and protects against tidal surge creates recreational opportunities and vital wildlife habitats. These properties will become important community assets, not only providing a strong defense from the storms that are sure to come but also enhancing quality of life for all.
