Re "The Cosmetics Wars" (column, Feb. 6):
Mark Bittman writes that there are "questionable ingredients" in cosmetics, "many of which haven't been tested." In fact, federal law mandates that every product be substantiated for safety before it is brought to market, and the Food and Drug Administration has the authority to enforce this. Animal testing is not the only valid method to assess the safety of cosmetic ingredients.
But the globalization of the marketplace, new technologies and evolving science support the need for modernizing the F.D.A.'s statutory authority and oversight. The industry has long called for additional money for the agency's cosmetics program and supports legislation to enhance its authority to assess safety.
While cosmetics are an easy target, they remain one of the safest categories regulated by the F.D.A. Any suggestion of serious health problems related to their use is without any basis in sound scientific research or medical reality.
