To the Editor:

In "The Country That Stopped Reading" (Op-Ed, March 6), David Toscana describes the dismal educational system in Mexico that does not create students who "read, read and read."

He explains that the problem is that the government does not recognize "the difference between knowing how to read and actually reading, between deciphering street signs and accessing the literary canon," even though "we know that books give people ambitions, expectations, a sense of dignity."

He surmises that the government may perhaps benefit from an electorate that is not truly educated and therefore not truly incensed by the situation.

Mr. Toscana's account of the failing Mexican educational system is stunning. It is shocking. It is exactly what is happening in the United States.
