Re "Broken Promises," by Byron L. Dorgan (Op-Ed, July 11):
The National Indian Health Board, an advocacy group serving the 566 federally recognized tribes, calls on Congress to acknowledge the harm that health care cuts are having on tribal communities and to exempt the Indian Health Service, a federal agency, from further reductions.
Other health programs, including Medicare, Medicaid and veterans' health, were exempt from the full sequester, but not I.H.S. The federal government must honor its promises to tribes, which paid for health care in advance by ceding millions of acres of native land to the federal government.
Congress recognized this obligation by appropriating additional money to I.H.S. over the last four years. But since fiscal year 2011, the Indian Health Service has lost $240 million because of sequestration and the cancellation of budget authority provided by Congress.
The National Indian Health Board urges Congress to stop leaving the first people of this land last in opportunity by exempting the Indian Health Service from further automatic cuts and restoring funding.
