Re "In New York, Juveniles Need a Court of Their Own" (editorial, Sept. 17):
As you point out, New York is one of two states that continue to charge youths 16 years of age or older as adults (the other is North Carolina). In New York, a child as young as 13 can be tried as an adult for certain felony offenses.
Two years ago New York State's chief judge, Jonathan Lippman, began a robust discussion on the need to raise the age of criminal responsibility. Today a groundswell of support is developing via the RaiseTheAge NY campaign, and state leaders should leverage this opportunity to go beyond existing pieces of legislation and approach the issue comprehensively.
The Family Court Act, which gives the court jurisdiction over certain kinds of cases, should be applied to all cases involving adolescents before the criminal court. In this way, New York can be at the forefront of innovative efforts to be smart on crime, holding adolescents accountable while providing them the opportunity to become productive members of society.
