The race for Nassau County executive is one of the most important election battles in the New York region this year. The Democrat, Tom Suozzi, is trying to retake the seat from Edward Mangano, the Republican incumbent who won it four years ago by a mere 386 votes.

Mr. Mangano campaigned on a promise of tax cuts, and, on his first day in office, he repealed an energy tax, throwing his budget instantly out of balance. Shaky finances are a chronic condition in Nassau, which is far too rich a suburb to be under the thumb of a state control board. The board has repeatedly assailed Mr. Mangano's leadership, citing budget gimmickry and habitual borrowing to pay operating expenses. It predicts a deficit of $100 million this year and says it will grow to $122 million in 2014 and surge in the years beyond if things aren't fixed.
Mr. Suozzi has rescued Nassau before. When he was first elected county executive in 2001, Nassau was near bankruptcy from unchecked borrowing, spending and cronyism, a legacy of generations of Republican misrule. He raised taxes steeply his first year, kept a lid on them, and brought in an era of rising bond ratings and credibility. He was re-elected in 2005 and ran for governor in 2006, getting steamrolled by Eliot Spitzer. Then he lost to Mr. Mangano, a county legislator, in the 2009 Tea Party surge.
Now Mr. Suozzi is back with the same excellent agenda. It centers on restoring reality-based budgeting, overall competence and redeveloping downtowns as economic engines of an aging suburb that has no room to sprawl.
Mr. Mangano offers no such vision, only a commitment to hold the line on property taxes at all costs. He neglects the damage festering elsewhere — a broken property tax assessment system, rising fees and school taxes, endless battles with the control board — and haphazard to nonexistent plans for sustainable growth. It will take Mr. Suozzi, whom we recommend with enthusiasm, to get Nassau moving forward again.
