New York State voters will decide on Tuesday on six amendments to the highly detailed State Constitution. In earlier editorials, we argued that the amendment to expand casino gambling in the state should be rejected. An amendment that would allow state judges to stay on the bench to age 80 deserves a yes vote.

Four other amendments should be approved, too. One would grant disabled veterans more credit on Civil Service exams, a worthy fix. And another would sensibly extend to 2024 the ability of communities to exclude the debt incurred on the construction of sewers from their constitutional debt limits. The two remaining amendments deal with land swaps in the Adirondacks, and both should be approved. They would provide benefits for the park and the people who live, work or visit there.
One seeks to resolve long-running land disputes between the state and the owners of more than 200 properties in the town of Long Lake. It would allow the owners to stay and receive clear title; in exchange, they would donate property or money to purchase lands of equal or greater value that would be added to state's forest preserve. The other would allow a mining company to expand an existing operation onto 200 adjoining acres of forest preserve land. In exchange, the company would donate 1,500 acres to the public.
Some environmentalists worry that this would set a precedent for other companies wanting to encroach on parts of the park. But the Adirondack Council, a respected watchdog group, has argued that the lands "contain better wildlife habitat and recreational amenities" than the ones the company would take, and the 200 acres would be returned to the state once the mining operation is finished.
