Re "How to Shop for College" (editorial, March 11):
Students need accessible and accurate information to make their college decisions. The administration's college scorecard is a step forward and no doubt will be refined and strengthened.
For example, the reported graduation rates on the scorecard don't count students who transfer to another university. About half the students in this country attend more than one school before they graduate, but only students who start full time and finish their education at the same school are counted as graduated on the scorecard.
Fortunately, the higher education community has agreed on a method of reporting graduations that will address this transfer problem and other issues to provide much more accurate graduation numbers. That information will be available on a Web site before the end of this year.

As a complement to the federal scorecard for college costs, I suggest a "core card," to help prospective students and parents figure out where their fees are actually going.
College and university expenditures are traditionally divided into six categories, of which the first two (instruction and academic support) go to the core academic mission, and the other four include housing, athletics, administration, dining and so on.
At Marlboro College in Vermont, where I am an alumna and a trustee, we don't have expensive athletics or luxury dorms, but we do have a great library and a 6-to-1 faculty-student ratio. As a result, we spend slightly under 50 percent on the core academic mission, a relatively high proportion. As a parent in tough economic times, I'd like to have that kind of information.
