Re "City Plan Sets 21 as Legal Age to Buy Tobacco" (front page, April 23):

Tobacco is the leading cause of preventable, premature death. With a product that kills thousands of its users each year, the tobacco industry needs new customers. Who better than youth?

It seems as though the tobacco industry has been successful in securing young smokers: 20,000 public high school students and almost 100,000 young adults between the ages of 18 and 24 currently smoke in New York City. And 80 percent of the city's smokers started before the age of 21.

Friends are a common source of tobacco for under-age youth; 90 percent of people purchasing cigarettes for minors are between the ages of 18 and 20.

To prevent the premature deaths of youths from tobacco use, we must go to the source of the problem: their ability to purchase tobacco products.

New York City is often viewed as progressive when it comes to protecting and improving the health of its residents. Neighboring states such as New Jersey and counties such as Nassau and Suffolk have raised the minimum sale age (to 19). Why hasn't New York City acted before now?
