To the Editor:
"Retirement Villas for Laboratory Chimps" (editorial, June 28) rightly lauds the National Institutes of Health for following expert opinion and retiring the majority of federally owned chimpanzees to sanctuaries, saving taxpayer money while providing the chimps with a peaceful life. But you should not be equivocal in embracing the Fish and Wildlife Service's proposal to list all chimps as endangered.
The disparity in federal protection of wild and captive chimpanzees has facilitated exploitation of captive chimpanzees as exotic pets, in the entertainment trade and in invasive research, all activities that undermine conservation efforts. The proposed rule would rectify this disparity and help protect our closest living relatives.
Any harmful use of chimps would require a permit, evaluated as to whether the proposed action would promote conservation of the species. There should be a high bar for using chimps in invasive research, examined through the lens of both scientific rigor and conservation.
