"Albany, Long Buried in Paper, Resolves to Save a Small Forest" (front page, Aug. 11) will make no difference for good-government advocates. Until members of the New York Assembly and the Senate take the time to actually read each bill on paper or electronically, the status quo will continue. At the end of every session, they will receive proposed legislation and budgets only hours before being asked to vote up or down. Only lobbyists and key staff members who wrote the fine print have any idea of the details buried in the contents.

Real reform would honor requirements in the State Constitution that the legislators wait three days after receiving a bill before voting. This would provide adequate time not only for members but also for ordinary citizens, the media and independent good-government groups to understand the contents. Under an open process, everyone would also have the opportunity to discuss the merits or consequences before others vote up or down for adoption.
