Editorial: Safer Speeds on Commuter Rail

The search for ways to ensure greater safety on commuter trains continues after four people were killed and more than 70 injured on Dec. 1 as a Metro-North train sped into a treacherous turn in the Bronx at 82 miles per hour when the maximum speed should have been 30 miles per hour. The operator, who was described as "zoned out," has been suspended without pay.

On Thursday, federal officials announced a full review of the "safety culture"of the Metro-North system, run by the Metropolitan Transportation Authority. Earlier last week, an M.T.A. spokesperson said new equipment had been installed to slow the train automatically on the Spuyten Duyvil curve if the operator does not brake in time. Equipment modifications for trains running on four other dangerous curves in or near Yonkers, White Plains, Port Chester, N.Y., and Bridgeport, Conn., will not be completed until March, M.T.A. officials said.

Senators Charles Schumer of New York and Richard Blumenthal of Connecticut have also recommended that the M.T.A. install video and audio monitoring systems on all passenger trains. They propose having cameras outside the train to show the tracks and cameras inside to spot an operator texting or dozing at the controls. The National Transportation Safety Board recommended these cameras in 2008 after a collision in California that resulted in 25 deaths. That year Congress required passenger rails to install a form of "positive train control" to slow trains automatically. The M.T.A. has delayed this change, citing costs of $900 million, wariness from unions about the effect on jobs and technical issues.

Gov. Andrew Cuomo, who has control over state transportation funds, should help finance improvements. Bringing in the big money will be the job of Mr. Schumer and Mr. Blumenthal and their colleagues in Washington.
